The Swiss Federal Nuclear Safety Inspectorate (ENSI) creates and maintains the zone plans in accordance with Article 3, Paragraph 4 of the Emergency Protection Ordinance (SR 732.33). Zone 1 is the area around a nuclear facility where there can be a risk to the population in the event of a serious incident, which means that protective measures must be taken immediately. Zone 2 is connected to zone 1 and consists of the area where there can be a risk to the population in the event of a serious incident, which means that protective measures must be taken. It is divided into risk sectors. The remainder of Switzerland is categorised as zone 3.
